SIEBERT + TALAŠ provided technical advisory services to the Ministry of Transport of the Czech Republic on the D4 motorway PPP project.
The D4 motorway runs south-west from Prague. When the PPP project was prepared, only part of the route it covers was in operation. The project therefore comprises approximately 32 km of new (greenfield) sections and approximately 16 km of existing (brownfield) sections. This combination makes it unusual among motorway PPP projects.
The advisory services supported the Ministry in selecting a concessionaire to build the D4 motorway and to operate and maintain it for 25 years, including its renewal at the end of the concession period. The technical advisory covered the preparation and structuring of the project, the tender documentation and the evaluation of bids. It also included setting out basic standards and principles, including the BIM requirements (the Employer’s Information Requirements and the pre-contract BIM Execution Plan).
